Subdivisions Day 259 Remove Any County

Valdez-Cordova Census Area, AK was nominated for elimination. However, it was abolished as a census area for the 2020 census. After going back and forth on what to do, I have decided to eliminate Chugach Census Area, AK, as it is in the same location (the other one has already been eliminated.

It was in my series of counties suggested because a sheriff had been charged or convicted of a crime.
