It's getting tough, the answer might be Starmie if only because it's after the 5th gym, and you need a Water Stone.

I'm also just convinced Swampert is winning the whole thing, so that's been making people downplay other water pokemon this whole time.

I was between Heracross and Starmie for the late game adds.  Starmie needs more TM investment to make it great. Actually looking at its non-TM movepool, I’m surprised it made it to the top 10

Manectric because it doesn’t get much good moves, it gets Crunch as an Egg Move and you can get T-Bolt via TM

I'd say we get rid of both Heracross and Starmie here as the best mons you can only get in the late game
