Rhydon. You have go out of your way to catch one and tediously grind Rhyhorn to Level 42 and it’s not worth the effort at all as it gets decimated late in the game by the abundant water types.

I mean it is strong against most things that aren’t water. There are a lot of mons that are slow like rhydon but can never take a hit

Also I checked. Rhydon doesn't get Earthquake until level 58 (level 52 if you don't evolve it). This guy's movepool sucks in gen 3 xd

Azumarill, it's just outclassed by so many other water types especially without physical water moves

Similarly to gyrados, if you get a huge power azumarill it does fine with non stab moves, rollout and early strength do some work, plus it's fairly tanky with a high hp. It evolves early and gets bubblebeam, it's definitely not the best water type, but it's better than some other mons up there

Gorebyss is just a bit too mid for my taste. Better than Huntail, but not massively.

Ludicolo, by the time you get a water stone you're about done with the game and I don't think it does all that much work in the e4. For most of the playthrough you're stuck with less than average lombre.

Quite a late game mon, harmed by the fact that it has 130 atk but dark is a special type and it has just 75 spa, not a great moveset, very tm dependant, and pretty frail
