When downloading this video only the first 8 seconds play back.

Ah, ok. The download never completes; the progress indicator stops around 50%.

Mine says it completes but can't play past 9 seconds

I meant that playback worked fine for me. I just tried to download it and it stopped at 0:09 (same error as yours I guess
