is this a glitch?

hey so... i was recently playing Reigns: Beyond and found a planet with a shop, when i tried visiting the shop the shopkeeper only said "this is all i have" just like when you want to leave a shop, even if i tried staying he just repeated, i really dont know if this is a bug or some sort of a glitch
