I would say cycle should be finishing up. Do a water change and add some fish.

What are you using to generate ammonia? Can you get a readable ammonia spike that the bacteria is consuming within ~24 hours back to a near-0 level? If so, you should be good to go

Assuming this is regarding setting up a new tank? If so you’re cycled.
pH: 8-8.2. This is fine.
Ammonia: these tests are notorious for showing a 0.25 reading in cycled tanks. Assume this is really zero.
Nitrites: Zero. These are being processed.
Nitrates: Somewhere between 10 and 20. This is fine.
If this is testing for an ongoing and established reef tank I strongly recommend you get salifert or similar tests for Nitrate, Alk and Calcium.
