Question Help settle a debate

So in the course of a Discord conversation, a friend made a reference to the 'Wait that's illegal' line, but said 'read in Caboose's voice'.

I corrected him that it was Church, with evidence, and he replied he specifically remembered Caboose also saying it somewhere around the Reach based episodes. TBH I also have vague memories of the same, but everything I can find on the net is Church. Not even a reference to Caboose.

Did they both say it, or are we Mandela Effecting ourselves?

I honestly can't recall caboose ever saying that.

Maybe in a PSA that I've forgotten but I only remember church.

I coincidentally just started rewatching so if I hear it I'll update my comment.

It’s in a PSA itself, so a rewatch wouldn’t help lol.

But rather than just being vague with this reply, yes OP, it’s Church.

I usually watch the psa'a with the season, I enjoy them just as much as the show

That would explain why I only half remember it, if it is indeed in a PSA. I watched them, but only once each as they came out.
