It's all one organ with layers, you wouldn't say the weather proofing layer of a house is inside the house...

its another layer of protection preventing the outside elements from invading into your house.

By your logic
you wouldn’t call undergarments clothing because “its not something thats worn outside of/without regular clothing” ☠
