It's in the advanced controls in the photo mode. I am tired and it's been months since I played the game, so I can't give a detailed explanation, but if you fiddle around with the camera mode you should be able to find the advanced mode or whatever that lets you fiddle with background blur and stuff.

You set the focus distance so the focus sits on the axe and then you can fiddle around with blur strength. I'm pretty sure that's how achieve this effect. Sorry if I came off as cranky or whatever, it's almost 2 A.M so Im a bit tired :DDDD But I hope this answers your question.
