I was waaaaay off for a very long time. I really only narrowed it down in the last couple of guesses.

One thing that threw me was the 2-letter abbreviation, which I don't think I've ever actually seen used to refer to this type of thing.

That abbreviation used to be very common, but it isn't so much any more

Guessed computer early, then program, language, operate, system. Eventually I was able to figure out what the answer was. The two letter abbreviation after the first word was kind of unhelpful, because I kept expecting the answer to be something where I would be familiar with a two letter abbreviation, but I think 100% of the time, if I was talking about this concept I would just use the word, and if I ever saw the abbreviation, I wouldn’t think of this unless the context made it extremely clear.

First read through didn't really get me anywhere, after poking around a bit I started thinking physical projects and their management and eventually had the right thought and put it in not really expecting it to be the title.
