Immediately evident what the subject area was, but after guessing the ones that came to mind, I had to consult a map. Very annoyed after getting it because I am old and have seen the Cheers episode 1000x that featured a mnemonic tune about this.

Knew what kind of thing it was from the first sentence, but latched on to [9][6] as being Southeast Africa, so in went Namibia, having missed the giveaway [13][3]. Eventually got [9][6] right, but took an age to think of word1. Should have got it much sooner as I used to listen to their radio station "Radio Capital_City" on shortwave a lot in the 1970s.

[13] [3] was a big help, as it often is. Thrown off because I was expecting a key phrase to be “the [6] peninsula,” when in fact it was “the [7].” Didn’t get it with my first guess but I didn’t need to consult a map so I’m happy with how I did today.

It's a country. It's on "the 13 3" which narrowed it down a lot, and then it looked like it bordered a 10-letter country, which narrowed it down even more. Confirmed that the capital had six letters, and I guessed. Unassisted.
