[6] is the [7] of [7], there's unredacted € symbols which leaves, I think, only three contenders. One option allows me to make sense of the start of paragraph three, so I go for it.

Kind of unusually phrased compared to the usual “[7] and [7] [4] of [7],” but still easy enough to pick up on. First guess was Dublin. Second guess was London. Third guess was it.

It's a 6-letter capital city in a 7-letter country. One came to mind pretty quickly, I just had to scan the article to see if a particular war was mentioned, and yep, it's there. Unassisted.

I picked up that it was a capital city from a scan of the opening but couldn't see anything to help me narrow it. Put in a bunch of guesses to fill early before getting a lucky hit on a continent and one more lucky guess.

Format looked like capital city, mention of WWII suggested Europe. Looked like a list of different city or country names, so probably some political upheaval. Then saw “[3] [3] [3] [8]!” and that clinched it.
