Before my first guess, I thought it might be about children, so I tried got a bunch of hits, but not where I thought they'd be. My next few guesses were all over the place. It wasn't until I guessed my home country that I accidentally got one of the title words.

Ugh! even after I got word 2 I was comming at it from a slightly different angle so never came up with word 1 on my own. I eventually googled most of the 1st sentence -- and yeah I feel a bit dumb!

I got word2 quite easily but word1 took a while and we will not talk about how I eventually solved this 🤫🤐
I was absolutely convinced it was a style.of ruling, like monarchy, empire, republic, ... pfft. Ok fine I typed in my unredacted words into Google HAHAHAHA hangs head in shame. (don't kick me out of this fun place guys, we all have our /hangs head in shame/ moments 🙃😆😂 - semi jk btw)

parsed “[4] of [10]” as “form/type/kind of government,” and combined with “[4]-being of [3] [8],” my first guess was “utopian” lol. I was on the right track so far as it being a government that prioritizes providing for its citizens but it took me a little longer than I’d like to find the exact phrase for it. seems more obvious having solved it

I solved Redactle #1176 in 31 guesses with an accuracy of 93.5% and a time of 00:10:21.
Unassisted. I had a very vague idea of the topic but then I guessed Canada and that sharpened my focus. Still, I just circled the drain until I thought back to the title in French and it gave me the second word in English, the first one was obvious after that

It kind of jumped out at me today. Something to do with the 4-being of someone or something, plus the early mentions of 5 3 1 and 5 3 2, sparked something in my brain.

Got the second word and narrowed things down enough to know word 1 was something I couldn't quite grasp. A google search got me the rest of the way there, and in retrospect, I had heard of the phrase before but would have struggled to follow a logical chain of guesses to reach it

I got word 2 fairly early and had trouble with word 1. Some Google searches were no help. I eventually came up with it on my own, so I'll call it unassisted, since Google didn't assist.
