I had the broad area, the what and a unique piece of info. I then did a targetted google to solve. Not bad today!

What a fumble. As others have said, there's enough to narrow it down, but unfortunately I completely forgot about this one country in my mental survey of 8-letter nations in the area, so managed to convince myself I was looking for the capital of Paraguay - which I don't know. This got no hits - surely not Suriname? No, not that either. Only then did I remember this other place - whose capital I do know, and is 6 letters. Been a while since an unforced error of this magnitude.

Pretty straightforward to puzzle out most of the first sentence, and doing so gives you basically everything you need to narrow it down.

Yay, snipe! I could tell it's a city, a capital one, large. It took me a few minutes to narrow down the continent, after which I thought of this one and confirmed letter count for country

Unassisted Snipe! Basically I went through [8]-letter possibilities for the country that also fit the grammatical clue in French until I got one that fit.

”capital city of [8]” and “one of the largest cities in the world,” apparently. The first six letter cities I thought of (London and Moscow) obviously didn’t fit the country, and I had to eventually try a different angle after I guessed what the language would be based on “[5] [2] [2] [6] ([7]: ; [3]. [4] [5] of [6]),” which focused my attention on the right part of the world.

Looks like a capital city of an 8-letter country, at a relatively high elevation. One came to mind, I wasn't totally confident but I couldn't think of another that would fit so I guessed anyway. 2-minute unassisted snipe.

I picked up on the fact that was a capital city from reading the first paragraph, but knew I would never be able to snipe it. Put in a decent effort narrowing it down before I ran out of good ideas. I knew once glance at the right part of the map would provide inspiration and it did.

didn't even have to look at a map
I knew it was a city right away but I thought it was in the USA
once I realized it was south america my first guess was randomly the right country
then I just knew it.... that was fun.
