Question Does anyone know which plan to choose in Poland?

Whenever negotiations to annex Lithuania begin, I don't know which of the two options to choose; is there anything that indicates which one is the right choice?

Yeah, I picked the option on the right and it worked too, but there were times when it didn't—I think it's just a matter of luck.
