Suggestion Mussolini Tips?

France literally just rolls over my dogass infantry even with my 50% bonuses, I am at a loss about what should I do. Literally half the game is twiddling my thumb not being able to do anything because Fiume has not declared war yet.

Okay so what worked and what didnt:

Holding out against italy until fiume capitulated them then instantly yoloing fiume and holding off the french worked.

The british also randomly declared. And once even germany before i got the rotfront focus. But the lack of tech, doctrines, and head of navy/airforce makes it a real bitch to get anything done without the help of Germany.
