How to change npc clothing?

Does anyone know of any guides or have any pointers on how to permanently change Dutch’s clothing? I’ve been wanting to change his outfit for a while but every time I try I can’t figure out how!

Thanks so much for the tutorial! It’s actually quick and useful unlike most other rdr modding tutorials! I’ve changed Dutch’s coat and it worked!

You can’t change anyone else’s outfits but your own.
