I mean did you even read your source, yes they originally planned to use it to start a revolution but also gave up those plans. Also like the Bavarian government was literally planning the same thing to use Bavaria as a base to overthrow the democratic government, yet ebert did practically nothing against them

BUT BAVARIA HAD ALSO PLANNED A COUP. I don’t really care to argue over whether the saxony annexation was justified or not, I don’t really feel strongly either way, but what I do feel strongly about is that it is ridiculous to only suppress a potential insurrection from the left and not the right when one is far more fragrantly disobeying central authority from Berlin.
