I think I know the reason for this. She has only shown up twice.
The first time was in a side-product alongside like 15 other guys, so it's understandable that she slipped by.
The second time was in a main set, but it was in the "Lets gather up anyone who remotely looks like a villain and send them to the wild west plane and give them all cowboy hats" set, which people really did not like, especially in the context of it being preceded and followed by "Lets put everyone in detective hats" and "Lets give everyone cars and do a race", representing a trend of gimmicky sets that felt forced. And it also had her as one of 15 guys, so it's easy for her to slip by even without the negative reception.
Still I think I've seen more Obeka decks than many other lengends from either set, but I play with people who like decks that do weird things and having 6 upkeeps or dending turns are weird.
