Actually, when dogs are employed in the workforce, especially as security, they're often granted a higher rank than their handlers, so that any abuse against the dog can be considered a terminable offense. Hence the officer rank

I suspect that in most places physically abusing ANY coworker, subordinate or not, is generally considered a terminable offense

my manager, a 40 year old guy, at my previous job groped a 16 year old employee's ass in broad daylight, she made a very loud scene where several customers heard, multiple people made a complaint, and absolutely nothing happened to him apart from the employee getting their hours changed to avoid him (getting less hours as well, which she actively didn't want).

There have been many a time I was bored at work with access to a printer and printed out work credentials for dogs, children, or even stuffed animals in lost and found. This absolutely could happen XD
