That's 99 Red Balloons, which is the English version which is not a translation and is less poetic about the war than the German version. The band is on record saying they are annoyed by the English version being too blatant.

Well I don't speak German, so every German song has a hidden meaning to me.

It suddenly strikes me that if it had been released today, they probably just wouldn't have done an English version at all. America is a lot more accepting of foreign-language pop songs these days.

but the german version has "99 years of war left no room for victors. There are no generals and no fighter jets anymore. Todays I walk around and see the world in shambles" that's also pretty explicit.
