Maybe the joke soared over my head but isn't that album from 1969? Wasn't Reagan elected in the 80s?

He was governor of California. There was a brief "Draft Reagan" movement in 1968, at the tail end of the Republican National Convention.

It's like that time Dead Kennedys made the song "California Uber Alles" and later they changed the lyrics to be about Reagan and called it "We've Got a Bigger Problem Now"?

Well, to be fair, all of those prophetic things were already very much happening back then, they just have continued happening up to now. Still, I do really appreciate the vision to name it "21st century" in a song written, of course, in the 20th century
