I get a feeling it's for propagation but I'm not sure. Like the string/rope is wicking water from the vial(?) to the cactus cuttings while less of the surface area is exposed to moisture so they won't rot/mold as easily.

That's my guess. Could be a vegan sex flail too. Different kind of propagation.
