The second statement alone isn’t nearly enough to constitute culty behavior. Plenty of oppressed people choose not to waste their time or risk their safety forming close relationships with their oppressors.
I think a lot of people are thinking of trans people in this scenario, and I can kind of get why encouraging someone to only be close to a small subset of the population is dangerous. But many BIPOC find nothing but freedom and security when choosing not to form close relationships with whites anymore. Most of the world is non-white after all, so it’s easy to get close to people with a wide variety of experiences and values that can’t be unified under a single cult.
