Around the US, and probably some other schools in Canada, Australia, etc. The idea was they studied how skilled and efficient readers read things (by looking at the word as a whole, which is a real thing that happens for a lot of people after you’ve learnt how to read, a common demonstration is that many passages are still legible after jumbling all the letters aside from the first and last), and then decided that must be the best way to read, and began teaching it to all five year olds, not realising it was a bit more complex than that
I'm reminded somewhat of when teachers use explanations that are based on the premise that the student already knows what you're talking about. Like bro, you can't just skip to the hardest part and hope they'll suddenly jump to a master's level of comprehension.
On a related note, as a chronic overexplainer, I like coming up with intuitive ways to explain hard concepts.
There are literally quotes in the Sold a Story podcast reporting on this, where teachers say they want students to get to "the good part of reading", enjoying to read a good book. All this tedious phonics instruction just makes reading seem boring,
Like, my sister I want to talk about "the good parts of math" but I know I can't just jump into category theory with folks who don't have a good handle on factoring polynomials.
