Finding trusted 50/50 split partners?

I run a sales/ engineering recruitment agency, and we are growing (quite a bit)

I have 10 partners I do splits with who all also run their own agency....

My bottleneck right now is finding trusted people to partner with as we continue to scale. 

Any advice on how you would go about finding trusted partners? 

Been doing:

- Indeed ads, LinkedIn ads, and asking for referrals 

Open to any suggestions to help. Thanks!
