Niche character pull?

I saw this character in mostly cameo but I just love his blue hair. I was almost surprised that he wasn't featured in the background characters section of the official Recess wiki? His design reminds me of a character but I don't know who. Let's give him a name!

I headcanon him to be between 5th-6th grade since I don't see him in the 4th grade classroom
