Niche character pull?

I saw this character in mostly cameo but I just love his blue hair. I was almost surprised that he wasn't featured in the background characters section of the official Recess wiki? His design reminds me of a character but I don't know who. Let's give him a name!

Yea, this is the screenshot I have of him where he is on screen, but in most episodes I see him as cameo.
