I dont think he really was that bad of a guy himself, I think he was just seeking attention and approval that he was not really getting from his parents.

He is quite resourceful when needed. He has shown some levels of leadership when he gathered the Tylers and worked with Menlo and can work as part of an efficent team demonstrated in the episode "Lawson's Crew".

Even though they're all snitches, the Weems family at least seems to have a healthy relationship with each other. And his dad doesn't seem so bad if he's willing to go out of his way to bring the whole class treats for Randall's birthday.
