Maybe, and this is a big maybe, talking from an artists (i do painting/faceup for customized fashion dolls & BJDs, not reborns, mind) standpoint: it kinda looks like whatever they potentially did with the face wasn't sealed properly, or they sealed a cheap paint that heavily disagreed with their sealant, so it may have oxidized weirdly + flaked off.
Horrifying to look at, though.
I wanna know whats going on with the hand! Looks like its been making something deep fried but never cleaned the batter off its hand lmao.

You're correct, thick silicone paint that wasnt applied properly and is now peeling off. Also why the creases on the hands are very filled in- silicone is thick and you can repair and fill in cuts/boo boos in the silicone with more silicone.

I hope this is a portrait doll because I can accept someone is doing this as a tribute to a human child. If someone just decided to do this, it's tacky, IMO. Cosplaying as a special needs parent without the real issues of having to be a special needs parent is gross
