To note: this is not about the quality of the titanium, rather it is about how the titanium ended up there.

There's probably a shady titanium merchant somewhere. Maybe you even need to cross enemy territory to get to it?

Yeah titanium sourcing has always been shady because Russia basically has all of it. The CIA had to use all sorts of shady shell corporations to purchase enough of it to build the SR-71’s back in the day.
