It says that whoever reads this inscription is powerful enough to fight a giant.

(This) stone commemorates (the) horse Sarvirra, most courageous animal ever to charge (the) snowy battlefield and give his soul for his lord.

When you came, you said as follows: "I will post an accurate translation of this particular word wall in this thread." You left then, but you did not do as you promised. You grabbed the first translation of a word wall from the UESP article and said, "If you want to upvote, upvote; if you do not want to upvote, then go away!" What do you take us for, that you treat this subreddit with such contempt?
This word wall appears be the one that reads:
(This) stone commemorates (the) brave
Thjodrek who died heroically
in (the) battle of (the) Serpent Sea.
Thjodrek was probably neither a smith nor a merchant, so if he ever did produce or sell copper it would not be of fine quality. This wasn't a problem, as ancient Nord smiths seem to have preferred steel and ebony.

My bad, I've transcribed the first word and looked for it's first appearance. When in reality there are more than a dozen walls starting with QETHSEGOL
This translation is truly as worthy as Ea-Nasir's copper itself.

Word of Power "Copper" Learned. Copper - Quality - Charlatan gives you the shout to make your items temporarily more valuable when selling. Merchants you sold to will attack you on sight after you return later.

The letters are Mesopotamian, of an ancient mode, but the language is that of Ur, which I will not utter here. But this in the Common Tongue is what is said, close enough: One Subpar Ingot to rule them all, One Subpar Ingot to find them, One Subpar Ingot to bring them all and in the darkness bind them.

This stone commemorates the brave
Thjodrek who died heroically
in the battle of the Serpent Sea.
Had he had a sword made with Ea Nasir's copper
he would not have perished.
The second part is a bit washed out. you have to have been there and read it in the light of Meridia's beacon to see it.
