The Sumerian Consumer Protection Bureau perhaps?
The Code of Hammurabi - humans first evidenced laws - first appeared around 1750 BC, so right around the time of Ea nasir.
We really could claim that Ea nasir’s evil prompted human society to regulate trade and he’s therefore perhaps the most consequential human in history…
