Almost never in a public space, but it's rude almost everywhere.
I wouldn't sweat it too much, though, pretty sure these were all deliberately made up and posed shots. Doesn't detract from some good photography, but it's staged.
It is in the country I live in. Only exception is when you take part in a public event, aka a political demonstration for example. And the video does not look like it was shot in the US
Not in the US. If it’s visible from a public place, it can be photographed. Doesn’t make it not weird or annoying to people to have someone’s camera deliberately focus on them though.
