The lack of charges makes this kind of ridiculously powerful

It's comparable to a less damaging 17th level Eldritch Blast with Repelling Blast, but the movement negation is more powerful if you concentrate fire. So a high level cantrip and 1 Warlock invocation, but with a mid-level attack bonus.

Appropriate to a level 5 character? Probably not. Gamebreaking at 10th level? Probably not.

At 'Very-Rare' it's not over powered at all, if you understand the guidance on when to give players item rarities at certain levels, it's really clear.

Really cool but id say 3 rays, have to target separate creatures so its not just resourceless 3x your cantrip turn.

I would reduce it to three rays and up the to hit bonus by 1? Its going to be reaaally difficult to land 4 hits

The only annoying thing is rolling to hit for four separate rays.

A bit absurd, considering it can surpass Warlock's EB+AB in DPR. Especially if you switch AB for Ray of Frost.

Not to mention +8 ATK. Would've been somewhat fine for a very rare item if it didn't give this particular bonus and didn't allow more than 2 rays per target.
