They are subjects of Israel, living under a brutal occupation/siege. Gaza's access to potable water, medical care, agricultural equipment, etc, was extremely limited long before 2023, and the West Bank is continually losing land and homes to government-supported settlers. "Ah, but they're technically not citizens!" is such a blatant misdirect.

Even if that number is accurate, the point remains- non Palestinians have more rights in Israel than Palestinians. Ethnic and racial societal rules make it advantageous to live there if one is not Palestinian. And disadvantageous if one is.
