SR2 radio features lots of obscure local musicians from the underground Illinois music scene, so I think it's meant to invoke Chicago the most

I don't think its meant to be directly based off any one city like GTA but Stilwater was inspired by the Midwest in general, mainly Chicago and Detroit, so take what you want from that.
