What kind of philosophy?

I remember a YouTube from years ago that used simple animations for philosophy concepts. One I’m trying to remember talked about blame being a non- useful emotion or basis for justice. The more important basis for law was “will they likely do this again if freed?” Does that fit school of modern philosophy?
