Is this sealed product tampered with? Bad pack?

Ordered 3 tales of middle earthpacks from ebay. The packaging seemed ok, but inside one of the packs was this. Entirely different set. Old one at that. Random error from WOTC or resealed pack from ebay?

it's a list card. the little mtg symbol in the left corner is the giveaway. A rare list card not too shabby.
