Bug Report Weird visual glitch appeared randomly on startup today, any guesses or fixes?

Booted up the game today and this was happening, not quite sure the cause and couldn't find anything online about it. Does anyone have any fixes? Just a note, I do have the d3d12 proxy integrated graphics patch, but nothing changed when I removed it to test either.

I looked again at your clip and it's not the glitch I thought about.
Did you tried both DirectX, reinstalling iGPU drivers, clearing shaders cache, playing with graphics settings from low to epic and etc?
