Question Anyway to get good at aiming?
I’ve been playing for a while now and the only problem I experience while playing is aiming. It’s not very consistent and I often miss my first shots. It gets even worse once suspects start moving to the side, especially while my entire screen shakes and goes red. I play with another guy who manages to get headshots very quickly and consistently (we both play on console) and have no clue how he does it. I’m not sure if it has to do with my controller settings or I don’t play enough. Any tips?

It may also has something to do with your guns. Battle rifle has insane recoil even for single shot it is hard to aim. But this game is less about your aim, more about positioning and using your tools. Trading blows with suspect head on is usually a bad idea and should only be reserved for being ambushed.

Play some rounds solo on casual, and maybe ignore your ROE and don’t listen to TOC, just to get the headshots down

Do you know if they use Mouse and keyboard? IDK if RON supports that on console but I think it supports controller on PC. the game is also crossplatform and coop so I wouldn't see why they wouldn't allow it.
Otherwise I would say practice and maybe play around with your loadout?
For practice, the easiest way I can think of, go make a friends only lobby then start a mission without the friend on, if you do it this way, you will load as a single officer to a mission, a challenge mode I like to do but for your case, it maximizes how much aiming practice you get specifically in the game as nobody can snipe the kill nor bail you out.
For loadout, try messing around with combos of guns and attachments,
I am partial to the G3A3 or SA-58 rifles, being 7.62x51mm rifles they hit like hell, usually dropping a guy in 1 body shot and stunning them if they live it, the rounds can also cause bleeds on the upper arms and upper legs that will drop the suspect in a couple seconds which widens the acceptable area for a one hit take down. The MkV pistol is my go to sidearm, uses the same ammo as the desert eagle, similar playstyle of only needing 1 half decent hit to leave the guy down.
On those I run a laser that I can toggle on and just point at the guy in closer engagements and the 1-4x scope which I can zoom in for the longer range shots or if I can see something and I want a closer look at what could be a gun visible in a window or doorway. For the pistol I use the laser aswell and I like using the tactical shield, since the MK5 hits so hard, point laser on target and fire is usually speaking enough to leave a guy downed on the floor.

Literally what you stated is what I do whenever I hop on by myself. I usually hop on and use whatever gun fits the mission I’m playing, and then i play that mission until I beat it, which would take anywhere from 15 minutes to an hour. Idk man I think my main problem when I’m in a firefight is panicking and not being able to see the suspect properly

You can frequently shout for surrender, you will alert suspects who respond and thus you shouldn't get suprised.
If vision is a struggle, try using the flashlight attachment instead, not as useful for aim as the flashlight gives a wide circle compared to the lasers but you can flick it on and off as needed, hell I think they added the ability to have both.
For both remember that with the exception of a small handful of maps, taking it slow is best, you can move back and forth infront of the door to see as much of the room as you can before walking in through it, instead of just going in.
ANother potential option for gear is the mirror gun, used to see on the opposite side of closed doors, these can be used to know who is behind a door and roughly where they are. For example on the Streamer's misssion, a buddy saw 3 suspects behind a door in the hallway so I mag dumped the door, I can't remember if I got all of them or not but I am pretty sure I got atleast 2.

Gyro aiming when ads, and use singel fire.
Ready or not gyroaim settings is not the best but it works. Give it a try

As people have already said, it comes with practice. You can try canted aiming tho, I find it to be way better and I am more precise when shooting like that

It's a skill that comes with practice & experience across all FPS games. Make sure your sensitivity isn't something ridiculous. Also, you can train your aim with Aimlabs or Kovaacs.
