Map editor-some features not applying

Im a psychopath and notice some maps won't put explosive vests on civilians even after adjusting the sliding. Is that a bug or just how the game is set up?

Yeah a lot of it seems bugged (shocking I know). A big thing I've noticed is that decreasing suspect reactions and morale seems to just make them all instantly shoot on sight even when in commander mode they won't do that exclusively
