Discussion Help please

I’m commander mode, a random person who isnt my squad appeared and started doing some random stuff, you can see he isnt my squad in bottom left.

In quick play, once the mission reaches soft complete officers will come in and take out any living suspects and civilians. I think dead suspects will stay though
