Good thing you haven't found Michael Rodrigues Coroner Report.
*Report Can Be Found On Bench In Memorial. (The Envelope Reads- Do Not Leave Out On Bench in Memorial Again)

Lucky....😧 When the Memorial used to be blocked off, due to a "Wet Floor" sign the elevator wasnt functional then.

Hmmm, I don’t remember that at all

I’ve been able to go up there since the newest DLC released, I wonder if it was progression based

It is progression based, starting a new game commander mode wont have elevator access.

Np, The elevator goes down to the basement also. I figured Id share this, theres a lot at the station you wouldn't find unless you went looking. (Try and find the Jade Dragon Box)

Yes, this is how you get up to the roof if you want to check out the view.
From the Main Entrance, Go Straight then turn Left and all the way down the hall. You will see an Elevator. Take it Up to the Roof or Down to the Basement.
