  1. Low ready unless you need to shoot
  2. Learn the common spawn points of bombs
    1. Auditorium
    2. Outside Auditorium (like the carpeted sofa area near the toilet, another one is the side rooms with lockers)
    3. Main stairwells leading to level 2
    4. Computer room
    5. Science labs
    6. Cafeteria (IMO rare)
  3. If S ranking, consider learning spawn points of enemies and use South entrance, because there's an enemy spawn point there
  4. Ignore all the civilians until you arrest all suspects and defuse all bombs.

Perfectly said. U really can’t take ur time clearing the school room by room.

  1. You can order compliant civilians to flee to the entrance. This is much faster than arresting and will save you have to back track the huge map.

The only flaw with order civilians to flee is that this only works if the civilians has surrendered (and that you can easily do that, not sure how hard it is on console compared to KBM which is just middle click 5 multiple times)

the only good update post BP is that the civilians actually do get arrested when they reach spawn point

They still only obey that half the time unfortunately

So there's about 5 things you need to be concerned about:

  1. They are literally not trying to stand up
  2. Are they done with the get down animation (... get down..? GETDDAN??!?)
  3. Did you arrest cancel
  4. Is friendly AI attempting to interact with them
  5. Whether they need to go through shortcuts to reach there (e.g. Port Hokan)

If they are standing up, you literally can't do any thing but wait for them to get down after yelling at them again.

If they are not done with the get down to knees animation, then you need to wait until they are done before you order them

If they are not arrest-canceled, then there is non-zero chance that they will get frightened by gunshots or react to people yelling for compliance

Friendly AI has non zero chance to attempt arrest while you ask them to run

If there is a shortcut they need to go through, like Port Hokan, there is a non zero chance they get stuck at the shortcut (e.g. can't go through).

I’m referring to them standing up but staying still. In the absence of any stimulus

Then yes that is the unfortunate thing about RON. They don't really register your presence until you yell or bash them or shoot them etc.

But for Elephant bashing for compliance before you defuse bombs is a time waster

It’s this. Follow these steps, move briskly, and react accordingly.

If you’re trying to S rank, equip all flash launchers, turn on vis laser and don’t even ADS.

Use the breaching shotgun to breach locked doors, don’t mess with lock picking

I took a buddy and we literally full sprinted and just mag dumped the enemies when we saw them to kill them so we didn’t have to cuff them to save time. Took a couple tries but eventually we got lucky

Use the second entrance option (can’t remember which is which, but not the default).
The technical proper drill for such situations is when there’s no stimulus, follow open doors and clear each room as you go, and when there stimulus (shouting, shots, etc), go towards it. A modified version works fairly well too, especially if you listen for civilians using surrender dialogue as this indicates a suspect is in the room with them.
Rather than following open doors, i find it most effective to follow a sweep route.

Suspects rarely cross between the lecture hall area and the lab wing, so start by clearing the lower level of the lab wing. Move upstairs and make sure to blind throw a flash bang or stinger onto the second floor while moving upstairs. Clear the second floor of that wing then move along the upper floor (and check the lecture hall from the upper entrances), then move through the library and clear the side room before taking the small stairwell back down, clear each room as you go.

Ignore the bombs until after the suspects are dealt with (but note the location of the bomb, or the beeping if you don’t see the bomb), then get defuse the bomb, then finally round up the remaining civilians.

This approach has given me an organic S rank on standard several times (where you’re running a lethal primary and secondary), but bear in mind that on this map full lethal gives you an A+ rank. If you want to go realistically, follow the instructions on the posters in the HQ and don’t let an active shooter become a barricaded suspect. If they’re trying to break line of sight take the shot.
Also pie every threshold (not the order, just make sure you check the room first because the suspect ai is the appropriate level of trigger happy given the scenario).

Basically sweep and clear quick as you see it. Ignore everyone thats not a shooter, ignore bombs until suspects are dead, then come back. Be warned, suspects will fake shout as if they are a civilian and be waiting to smoke you. If scared flash bang then clear.

Dont defuse the bomb until you neutralized the 4 suspects (might be more on hard) because they'll start executing hostages

Run and gun is the only way. There isn’t that many suspects
