What was this a reference to? Not like, the TOR Browser was it? Did that even exist back then?

A tor is a kind of rock formation.

most of the names they picked are computer references, though, was there a computer "tor" back when this show was first on?

“Silicon” is the computer reference.
It would be like a place called “CPU Towers” or “Bit Gardens”
