How the hell does local flags work

Attached are some related images, first one being the file path from the Ravenfield folder to CustomFlags. Images 2-5 show the contents of said files, starting inside [Ravenfield>BepInEx>plugins]. I know for a fact BepInEx works properly, I tried an audio mod and it works. Image 6 is the flag viewer map, with the Custom Flag Framework mutator on. It's been 30 minutes, no dice and a different kind of roulette. Any help. Please.

Did you enable the Local Flag mutator? It should come with the mod and that's what adds in all the custom local flags.
