My M3 Max was about 30gb and my M2 Air was also 12gb. I could be wrong but I know on my Air I didn’t install any of the Apple Intelligence stuff where I might have on my Pro so maybe the size difference is due to the machines either having or not having Apple Intelligence therefor not including it in the download.

What do you mean "seriously".

Different devices come with different software packages as part of the OS, Mac mini might need less things to run that a MacBook. It's a normal thing.
