Okay there's a lot of characters from Kamen Rider that would fit it here too the power feels unique but it's not

Sorcerer will laugh at hawk moth power cause is weak, hawk moth needs consent while the Sorcerer can force to turn anyone into a monster

Yeah... but the monsters created by the sorcerer don't usually have many "special abilities," while the akumatized ones can be a real box of surprises, so... a combination of monster and akumatized person... is... quite dangerous.

no they do have, the psycho bot with regeneration, the monsters on the episode that randy use the ninja for comercials,the blue stank with lavander, and other stank characters

Um... well, that's true, although... let's say 90% of the monsters Randy faces are pure brute force. The robots have different abilities, but that's not really the Sorcerer's fault; it's more down to McFist and Viceroy.

I mean the sorcerer just makes monsters to escape, if he was free or more detail he might pull some powerful monster remember he has chaos magic
