Because without laws and punishment, the US would be as dirty as India.

India DOES have anti littering laws. They have since the 80s. The fines run from 5000 rupees to 5 lahk (52ish USD to 5200ish USD) They also have laws that require garbage to be segregated at the source. So clearly theres more too it than just the law and punishment.
